With over 20 years of experience in Software Industry designing and implementing various complex systems in multiple industries using best practices in Software Development Life cycle. Winner of West Virginia Information Technology Award 2007 and founder of Upiksoft, a company that developed the myBanquet App and sold over 10K copies in 85+ countries.

  • Member of Department of Environmental Protection’s Advisory Board and Steering Committee.

  • Co-Project Manager of $8M Integrated Regulatory Information System Project.

  • Define the vision, strategy and information systems architecture that meets the Company's goals.

  • Work with Software vendors implementing outsourced Applications and connecting them to the Enterprise System.

  • Responsible of research, evaluation and selection of the technology stack and tools. 

  • Work with the Software Development Team on the planning, execution and monitoring of the Project using Agile methods to deliver a successful product on time, on budget, and on value. 

  • In charge of high-priority projects, meet with system stakeholders, prepare business requirements documents, design possible solutions, and convert the solution into software specifications and prototypes.

Web Abandoned Mine Lands - Project Manager

  • Successfully designed and implemented the WebAML system, connecting over 60 users and 3 offices.

  • Created the Application Framework using IoC and other Architectural Patterns.

  • In charge of migrating flash-based system to a Responsive Site using C#, AngularJS and Bootstrap.

  • Led a team of three developers.

Oil and Gas System - Software Architect

  • Team member that implemented the new Oil and Gas Database (RBDMS).

  • Worked with third-party vendor on requirements, migration and integration plans.

  • Created the C# Rest API layer connecting the Enterprise Oracle database with outsourced Applications.

Electronic Submission System - Software Architect & Technical Lead

  • Architect and Lead Developer for the Electronic Submission System Framework. A clustered web system used by Citizens and Industry to submit their Permit Applications, Forms and Attachments to comply with Environmental Regulations.

  • Created an in-house Gatekeeper-Language, a Data Transfer script connecting the Enterprise database with the Electronic Submission System.

  • Created the “Spider”, an automatic bot written in Java, that prepares, downloads and packages Electronic Applications for backup, notifications and imaging.

  • Framework used by 8+ developers.

  • Used UML for documentation and presentation to the development team.

Aboveground Storage Tank System (WV Water Crisis 2014)

  • Project Manager of the “Aboveground Storage Tank” system created as a result of the West Virginia 2014 Water Crisis. System was released one month before the Bill became effective.

  • Automated the full process, required no new-hiring, and completed the registration process of over 50,000 Tanks submitted electronically by thousands of Companies and Citizens in the State.

  • Integrated the GIS, the Enterprise and the Electronic Submission Systems using Web Services allowing automatic Approvals and Tank Categorizations.

Electronic Signatures - Technical Lead

  • Architect of the Electronic Signatures project. First implementation of Digital Signatures in the State of West Virginia.

  • Member of a multi-agency team: Office of Technology, Department of Environmental Protection and Department of State.

  • Developed the Blueprint and Software Components for future Electronic Signatures projects.
